That version is a mod version of RF12. They clearly said that

Real Football 2021 is not yet released so it can’t be installed now. I will update this post and make it available once it’s officially released later this year.

But What Harsha provided in the first link is the RF21 and I love it. It's almost like they packed RF13 in a 140mb apk.

Ok I fixed it, all I had to do was clone the apk and install it
