Batch Script is for Windows, DOS and OS/2. In a nutshell, Windows is targeted almost all times because both DOS and OS/2 are outdated and not used anymore.
Windows is today a multi-platform operating system. I'm not sure about Batch in Windows Mobile, but since Windows 8 it's seem in laptops, desktops and tablets. Windows 11 and Windows 10X are coming with ARM support, so they're also going to be available for mobile phones in the future.

But most in the cases, yes, it's for PCs with Windows operating system.

It's important to specify it's for PCs with Windows Operating System because it's possible to change the current operating system on PCs. One can remove Windows and go for Linux, for example, or make a dual-boot with Windows and Manjaro Linux, or a triple-boot with Windows, Linux Gentoo and UbuntuBSD etc

two things to say

1) can Batch script Work in Java phone (or for only window DOS OS/2)?
2)can pc have many OS?
