How to create a java coding enviornment in computer?

I am having some problems doing some stuff hope someone would be able to solve them.

1. I cant install the java byte code editor in the computer its a .zip file but am unable to find the .exe file in it. ( i know i have asked about something like this before but my mistake it was this file later i accidently asked about the hex editor) so anyway the download link is below ...

2. How do i install a java file and check if it's working in a computer which app should i use ?
