I want to play some good offline android games without IAP. specially RTS offline games(like command & conquer and art of war 2 in java).
and similar games like civilization. but u can suggest me any game in any genre or size.
can u pls suggest me some games ?

RTS = real time strategy or real time shooter ? What do you mean?

Here some popular RTS with no IAP that easy find for download : Anomaly 2, Star Command, Autumn Dynasty, Great Little War Game 2, First Strike 1.1, Eufloria HD, Frozen Synapse, Stellar Forces ( played this year )
