There's no way...
The only way is if there's another free internet service available in your country, or free public Wi-Fi (Take caution as some of them may have malicious proxy)
But if these ways are not available, well, unfortunately you have to pay for it
Access to internet is a right and i agree it should be free
But someday we'll have it...

VPN don't give you free internet, the only thing it does is use a proxy server to redirect your navigation to another router, so it'll mask your Internet Protocol (wich address your connection), control your data and maybe (maybe) decrease your data usage by optimizing it, depending on the service, but your data usage is still counted by your provider's central.
VPNs services that claims to give free internet are fake, marketable, and scamming services that will full your navigation with advertisiments, slow-down your connection and open you to potential attacks.
