That's because your phone's text inputs limits the maximum text length

That file stores configuration for your installed Java applications
You should edit that file instead, not delete it
He meant to dele the .bk file, wich is a backup file, however, i recommend to remove the backup file only after you're sure everything is fine after you edited it
