Android has Java, but it is not the same edition as the Microedition, it has its own edition with its own VM and libraries.
This Jar seems to not be built.. You decompiled it but did not ported and built it for J2ME, you only compressed it as a .jar file
You must modify its source file to make it compatible, and build it. Install Sun Wireless Toolkit and another IDE (I recommend Eclipse, but Netbeans is easier in terms of app interface), then compile and build it.
