Where can I find un- installed apps downloaded from play store

If you've uninstalled it, you can only find it on Playstore, My apps and games, and check the Not on the device apps.

that "not on the device" option, is it located on phone or play store

On playstore
Click on your account in the top right corner
Click on Manage apps and device
Click on manage
Click on installed,,,, you'll see a mini menu
Click on not installed
You'll find it there

Try using strong network or try @12am cause there is more signal during that time
